Independent Citizens Association Inc (Independent Citizens) is a grouping of independent Christchurch citizens, free of party politics.
Independent Citizens members are committed to providing strong leadership in Christchurch City Council, Community Boards and the Canterbury District Health Board.
We are actively working for the recovery and development of Christchurch as a world class boutique city. We will work collaboratively within local government and with central government to ensure quality services without duplication.
As a team, Independent Citizens is able to offer excellent governance and strategic direction while being responsive to the needs of local people. We will put people first. Our residents have felt marginalised for too long in the post earthquake environment. This must change.

Showcasing our President - Brian Palliser
We have been honoured to have been guided by Brian Palliser for the past 5 years as President of Independent Citizens. Brian has been an inspiration to the Organisation and wise councillor for both young and old members of Independent Citizens.
Brian is a Lawyer and Notary Public with Degrees in Law and Earth Sciences; he has Fellowships in the New Zealand Institute of Management, the Chartered Institute of Logistics and Transport and the Australia and New Zealand College of Notaries.
Brian is also a District Councillor (former President) for the NZ Automobile Association, Vice Chairman of the Christchurch Seattle Sister City Committee, Senior advisor for IETCL, Trustee and Vice President of the NZ Chinese Cultural Promotion Foundation and Hon. Solicitor for the Court Theatre Supporters. Brian has been involved also in the Sustainable Cities Forum, the Consulting Committee for Public Transport in Christchurch and is a Member of the Royal Society of New Zealand.
Brian has always been active in the community; a strong advocate and lobbyist for the reduction in blood alcohol levels and drug testing and supporter of the self-explaining roads/highways. He was a prime mover for the establishment of a dedicated specialist Police Highway Patrol in NZ and the “Obiter” bus service in Christchurch. Brian works with the IETCL Group to host high level delegations from the Peoples Republic of China visiting NZ on educational courses. Brian has held a Private Pilot’s Licence (Canterbury Aero Club) and is a Life Member of the Elmwood Tennis Club.
Brian has received the presentation of a Tewhatawha from the Maori King, Tuheitia. Brian has been awarded a Paul Harris Fellowship (Rotary) for services to the community (15 Years as Regional Chairman of the J R McKenzie Trust) and a Civic Award from the Christchurch City Council for Community Services (Traffic Safety/Public Transport/Charities/International Relations/Sports). He has also received a “Proclamation” Award from the City of Seattle.
